I find Scarabs to be useful in two ways. The first way is as a speed bump and cover. If you put your Scarabs right in front of your Warriors the Warriors can claim cover if shot at, but due to TLoS they can shoot over the Scarabs without letting anything else get a save. And with your Scarabs put like that your opponent would have to assault them first, killing them off and leaving the squad right in front of your Warriors asking to be Rapid-fired to death. The second thing is to use them as Tank hunters, seriously. You give them Disruption fields and spend them speeding off to attack enemy tanks, be it a transport or a gun platform. With the amount of attacks them have they can just about glance anything to death, which is just fine by me.
That is how I use my little Scarab buddies.

I usually run 3 squads of destroyers but when I do use scarabs, I utilize them as a tar pit unit. If I'm feeling lucky, I sometimes try to turbo boost them so that they surround a transport containing troops. This is followed by me trying to pop the transport so that it simply gets wrecked, forcing the troops inside to jump out but can't due to the scarabs and thus killing the entire enemy unit inside.

Scarabs with DF for tank hunting are amazing, a squad of 10 bases will guaranteed give you a few glances and that will cause vehicles to pop, including land raiders, and having 10 bases means you can block multi exits to either force his troops to 1 side ready for an assault from something else or you can block all exits and hope to get wreck and destroy the squad inside, nice way of removing that termie squad without fighting them.
The other main option is a tarpit unit, if you throw a lord in with lightning then you are kicking out a helluva lot of cc hits!! and its all about rolling more dice!!
