A thread for our own version of the rules for Warhammer 40000. (Put this here because it doesn't really fit anywhere else).
Starting of with the Force Organisation Chart discussion. Ideas so far:
Idea 1:
- 1 to 3 HQ choices. For each HQ choice in your army, you MUST take 2 troop choices, and up to 1 "Special" slot ("Special comprising Elites, FA, and HS sections).
- HQ's are limited from 25% to 50% of the total of you armies points value. - Troops are limited from 50% to 75% of the total of your amies points value. - "Special" (Elites, FA, and HS slots all comprised) are limited from 0% to 25% of the total of your armies points value.
- Wargear Options total point cost are limited to 1/3 (one third) of the total of your armies point value. (Basically from 0% to 33.4%)
*Note: Dedictaed Tranports count as a wargear upgrade to the unit purchasing them, so are not restricted by the FOC. Also the points spent to buy them do not stack with other common wargear upgrades in regard to percentages.
Idea 2: A more "Free" approach:
HQ's: 1 - 3 - May not have more HQ choices than half your troops choices, rounded up. Also the total cost of all HQ choices reunited must stay under the cost of all your troops.
Troops: 2 - 6
Special: 0 - 6 - May not have more Special choices than your troops choices, rounded up. Also the total cost of all Special choices reunited must stay under the cost of all your troops.
*Note: A same unit, if not a troops choice, may NOT be taken more than twice.

About Idea I:
I, personnaly, find that the first idea is what makes you build very balanced armies. It brings many, many restrictions and it's a real headache to create a list, but in the end, you get not to much while still getting just about enough.
You're basically going to need very big armies if you want to field three "Special" choices, so that's real challenging, it forces you to really choose your stuff wisely, really think about a battle plan, about the overall synergy.. etc.
Still I cooked up "Special Assets" that can be bought by your army (one for each HQ choice you own) and that range in price from 25pts to 100pts. They offer deployment options, special rules for some units, FOC shenanigans (like making one special unit count as Troops, wich is awesome).
An ork army counting 3 Big Meks could easily take up to three maybe more Deff Dreads as troops, making an all Kan' army. And that is sweet.
About Idea II:
Idea II is more of a "point and click" option, simpler and faster. Still it retains more balance than the current classic FOC. It also gives you more freedom in the way your oganize stuff all around. I think more people will go with this one, as it's way easier to build a list with than Idea I.
*Note: Also, important note. In example one (and two for that matter), the points spent on Dedicated transports do not stack in the total for Wargear points, but DO stack for the unit they were bought with.
If a squad of 10 Necron Warriors buys a Ghost Arc, its point cost won't stack for Wargear percentages, but will towards the Troops choice percentages !
This allows you to maybe take less points worth of actual troops if you're out of them, AND generally adds more points to your troop slot, allowing further points to be spent on HQ's or Special units.
